Thanks for your help. I thought I was up to date, but for some I reason had missed the latest versions.

I was using 2.9.5. Today I noticed that an update was available, and now I am using 2.9.6, but the login process still continues without pausing for me to respond with the necessary code.

Login fails due to the additional steps ebay requires. I have set debug mode and can see that ebay wants to send a text or email to send a confirmation code.
